Guangxi issued a document calling for the steady promotion of the new policy of online car-hailing to protect people’s travel rights and interests

  China Net Finance, September 18th, according to the official website of the Department of Transportation of Guangxi Zhuang Autonomous Region, after more than two years of repeated revisions and arguments, on July 26 and 27, our country deepened the reform of taxis two documents – "Interim Measures for the Management of Online Booking Taxi Operations" and "Guiding Opinions on Deepening Reform and Promoting the Healthy Development of the Taxi Industry"

  In order to further unify ideological understanding, deepen understanding of the main content of the two documents, and exchange ideas and key points for the next implementation, on August 25, the autonomous region’s transportation department held a training meeting on deepening the reform of taxis and publicizing and implementing the two documents, organized local transportation bureau leaders and road transportation management agencies to learn and understand the spirit of the two documents, and worked together to promote the implementation of the new policy of online booking taxis (hereinafter referred to as online car-hailing) in our district.

  Unify thinking and understand the significance of reform

  With the development of the times, traditional taxis cannot keep up with the new changes in consumer demand in terms of the quantity, quality and structure of service supply. Deepening the reform of the taxi industry is to safeguard the fundamental interests of the broadest masses of the people, meet the diverse and differentiated travel needs of the public, and ensure the safe travel and legitimate rights and interests of passengers, so that the people have a greater sense of gain.

  Taxi management is a big problem and a worldwide problem, especially online car-hailing management. There is no mature experience abroad to learn from. Winning this reform battle is not only of great significance to promoting the modernization of the industry governance system and governance capacity, but also provides a Chinese sample for solving this worldwide problem. From the perspective of the traditional rental industry, the historical shortcomings are very deep, and it is very difficult to promote reform.

  "Deepening taxi reform is of great significance and has far-reaching implications," Huang Rusheng, deputy director of the regional transportation department, stressed at the conference. "Local transportation authorities must firmly establish political awareness, overall situation awareness, responsibility awareness and sense of urgency, and unify ideological understanding to the importance, urgency and complexity of reform. Unify to the reform principles and directions determined by the two documents, seek progress while maintaining stability, and resolutely win this reform battle."

  The continuous impact of new business forms has brought a favorable opportunity for forcing the traditional rental industry to get rid of the old problems and transform and upgrade. However, the rise of online car-hailing, especially the rapid development in the past two years, has allowed it to "grow disorderly" outside the law, which will also bring problems such as the lack of guarantee of passengers’ legitimate rights and interests, and the unsustainable business model, resulting in increasingly accumulated risks. In addition, traditional taxi drivers are eager to compete fairly, and online taxi drivers are eager to resolve identity anxiety and eliminate employment risks. To promote the healthy and sustainable development of the industry, we can only rely on deepening the reform of the taxi industry.

  Recognize the current situation and implement the reform foundation

  Taxi is an integral part of the urban comprehensive transportation system, a supplement to urban public transportation, and provides personalized transportation services for the public. As of the end of 2015, there were 20,700 taxis in the region, and 39,200 taxi practitioners. The total number of annual passenger vehicles was 226 million, and the annual passenger volume was 451 million. The annual operating mileage reached 2.001 billion kilometers, which better met the travel service needs of the general public. However, since the new century, the taxi industry has developed slowly, and some places have even stagnated. The service level of cruise cars has been criticized. It is mainly manifested in: first, it is "difficult to take a taxi" during peak travel periods and bad weather in some cities; second, serious service violations such as refusal to load and bargaining occur from time to time, and the service quality is uneven; third, the service mode is mainly cruise, the service form is relatively single, high-quality and differentiated services are missing, and the multi-level travel needs of the people cannot be effectively met. Generally speaking, there is a certain gap between the service level of taxis and social expectations. Since July 2014, the new business of online car-hailing has developed rapidly. On the one hand, it has enriched the types of transportation services. Passengers can choose the car service and vehicle type independently through the platform, and pay and settle online, which meets the travel needs of users at different levels and improves the user experience.

  The contradiction between the old and new business models is becoming more and more intense, and to solve this problem, it is urgent to promote the integration of the old and new business models through deepening reform, balance the interests, so that the taxi industry can develop sustainably and protect the rights and interests of the majority of passengers. On how to steadily promote the deepening reform, Huang Rusheng said: "The taxi industry and development are related to the travel of the people and the overall situation of social stability. Correctly handling the relationship between reform, development and stability is the key to determining the success or failure of taxi reform. In the process of formulating and implementing policies, all localities must distinguish priorities and promote implementation in an orderly manner. We must not only unswervingly promote reform and achieve sustainable development of the industry, but also effectively maintain the stability of the industry and society."

  Adapt to local conditions and advance reform steadily

  "Taxi reform is an important issue of people’s livelihood, and it is also a big issue involving who to rely on and for whom the development of urban transportation. This deepening of taxi reform is to adhere to the people-centricity as the fundamental starting point," Huang Rusheng said clearly at the publicity meeting. The reform of the taxi industry reflects the basic principle that the people’s interests are above all else. The transportation authority in our district will also focus on this basic principle and starting point, and promote reform according to local conditions and steadily.

  In accordance with the requirements of "accelerating the improvement of urban infrastructure, improving the structure of urban road network, and increasing the share of public transportation", our district will vigorously develop urban public transportation, solve the problem of public "travel difficulties", and encourage citizens to give priority to public transportation travel and shared travel, so as to improve the overall operation efficiency of urban transportation. Second, according to the changes in urban economic and social development, comprehensively consider factors such as population size, economic development level, vehicle mileage utilization rate, and urban traffic congestion, regularly evaluate and scientifically determine the scale of taxi transportation capacity and the share ratio in the urban comprehensive transportation system, and build a diverse service system including cruise cars and online car-hailing, and strive to meet the public’s personalized travel needs. The third is to adjust the supply and demand relationship through price leverage, and form a reasonable price comparison relationship between taxis and public transportation to optimize the travel structure.

  At the same time, our district will also actively seize the favorable opportunity of the national implementation of the "Internet Plus" action and big data strategy, innovate the taxi service mode, study the coordinated development mechanism of cruise cars and online car-hailing, promote fair competition and integrated development of cruise cars and online car-hailing cars, and realize the diversification of taxi services. In addition, our district will also incorporate online car-hailing into the management system of the transportation industry. At present, the autonomous region’s transportation department is working with relevant departments to step up the study of Guangxi to formulate the implementation opinions on the development and reform of taxis. At the same time, cities are also stepping up the study and formulation of the implementation rules and policies and measures of online car-hailing in various cities, and strive to introduce and implement them before November 1.
